Which actor is this? He has a slightly nasally voice and is pretty old?

I think he usually plays annoying people role. He is kind of old, and
from what I remember he is trying to make his mind up about something.
He has a really calm annoying voice.
It's not Alan Rickman. The guy has almost a cartoonish voice. He
sounds like some of the characters from Spongebob.
It's not any of those, it's extremely hard to describe his voice. I
remember him from somewhere making up his mind about what he was
ordering and he couldn't.

He also speaks very slowly and calmly.
